That’s a strange error, but I found this Github issue that seems to be related Qt Assistant cannot work well under Windows · Issue #5 · altendky/pyqt-tools · GitHub (although related to pyqt5). There seems to be an issue with some of the packaging of the tools.
Can you find the assistant.exe file in another folder?
